-air pump. I prefer an electric pump with 2 nozzles, you can find them on amazon for $25ish dollars. please PLEASE do not use your mouth

PRO TIP: I recommend making the garland 1-2 days before your party. It will take approximately 1 hour to build. The balloon garland will remain inflated and instagram-worthy for up to 3 weeks!
